DXS Weather

• DXS_weather is an admin weather/time controller for FiveM with a clean NUI UI
•  Admins can open an overlay to set weather and time directly from chat
• Access control via SteamID whitelist or ACE permissions
• Enforced weather/time re-applies on clients so the state stays consistent
